Ok so I made this based on the dudes design who asked me to do it up for his business. He wants to use it as a form of promotion on the web. What do you guys think of it? Edit* Forgot to say I added the measuring tape to the design.

You did a pretty good job, the measuring tape was a nice add on and it looks totally legit, KIU
What was the design you based it off of? A pre-made layout, or just some things he wanted added into it?
There are several things that could be fixed up.
First, for legibility, the background picture opacity should either be lowered, or moved down into a section for it alone, between the grey-blue text and the schematic drawing, it makes it look messy. The bullets are all left aligned, and in a strait line, which is good, but then your sections that go with the bullets are centre aligned and varying sizes, which you should not do. Make all of that content left aligned, use 1 font size for all of it, and make sure they are all spaced the same distance from each other, up and down.
The tape measure thing is quite tacky, but if you really wanted to do something like that, I would have done a plain ruler instead to match the picture already there.
I do like the font used, and the colours used.
