The guy was supposed to have the look of a relentless dictator, but the overall feel is dark and sorrowful, because war is a horrible thing, but the leaders don't really care.
what is that on the bottom? part of the render? Ok.. here's my critique. Render's too dark. Duplicate the layer and set the duplicated render to screen to lighten it up. cut off the right lil' piece there, doesn't match. I like the text on the collar, creative.

The render is supposed to be dark. I added lighting to the sig, if you look in the opposite corner it's like. I did that on purpose and added some other lighting. He is supposed to be an evil character. And yea that's a 3d render in the corner, too distinct. I gotta blur it.

to tell the thruth dude, i think the render is too small, and the 3d render just doesnt fit, it may be a good renderr but it doesnt fit... seriously

Very nice, but I'd like to see the whole sig 'play' together.
The render is very contrasting towards the background, though I'm sure you meant to do that as you are portraying the evil in him.
I would make the right side of the sig a bit green, kinda like the evil dude, so the sig balances out.
Text is great, but maybe you can blend 'Illegal' in to match his outfit and the coloring of the render - assuming that you meant the text to be attached to his outfit in a realistic manner.
I'd also like to see some more detail put into the right side, the render and the background behind the WAR text is great, just the right side seems to be hanging.
As I said before, the sig is very nice; with some changes, it'll be even nicer.

heres the update, i changed the lighting, did it a different method, added contrast, made the "dark" side darker, removed 3d render on right, changed render on left, played with text.
