Way too much contrast overall. The blue effects are almost gone, it just seems to be a bunch of blue. The top left effects don't really blend in with Hayley. They just seem like they've been placed there.

Your contrast and effects. That's what is bringing this down.
Your tone of blue is really dark, try to make it lighter. Text seems really distracting based on the placement of it and not very appealing. Get rid of that.
