Comment please. I know the top border is too thick, it's because it combines with one of the lines I had up there and I was too lazy to fix it. Oh well, it looks alright I guess.

one: fix your borders. You have like 5 borders goin on. Take off the 1px white border, take off the 1px black border, take off all the black lines and just use the blue border part. Nice tech, but did you make the bg?all in all it looks pretty nice. Another thing, take off the gradient on the blue border.

the border does really need some work...try embossing or add some stroke to it and the blue gradient does fit on the border anyways nice job :D
It's a nice first try, but you're going to have to do something more drastic to bring attention to such a sig.
The brushes in the background are pretty good, I'd suggest you darken the white glare sitting at the outside tip of the '0' in the '04'.
Ah, the border definitely needs some help. Try 'Beveling and Embossing' the border and setting the bevel to 1 px; play around with the shading options to bring the optimum effect.
As for the tech brushing (I remember most of them on my laptop =P) in the foreground, it seems you dispersed them half-wittedly and cluttered them up together to bring it that wholesome "techish" look. Not a good thing, and that insignia on the left side can use some transparency, as it is very contrasting to the background and has no real meaning as such as far as I see it.
I'm coming down on this as to what I expect in a tech sig. Seeing as this is your first hand at the tech scene, I'll say that it's decent - but it needs something more to it; something original.
