I love the clouds or smudge work you did to the left, thats pretty cool looking next to this dude, also like how on the right it's almost like a "Fade away" an thats kinda common in anime so it's theme like :D

I'm a sucker for colour so I'm ganna heap it on you ;)

Why don't you try using a dark red an playign with the layer settings around his eyes ? make them pop more, If you wanan leave this tag clean of c4d but won't more pow also try using that red on a new layer on soft round brush in different sizes an just lightly splash them on an see what you get, one other trick I liek to use around my edges an moving in is I take a soft round black on low opacity an i colour lightly aroudn the edes, than I usually put it on a soft light or overlay, this usually gives off some shadow but makes my other colours stand out more :D
