Well adding some lighting could definitely spice it up a bit. Maybe if you used filter > render >lighting effects and added a spotlight it might help. After that, try dodging where it's light, and burning the shadows, it can make a big difference. Just make sure the strength of the dodge/burn is low (~20 or less is what I usually use)

The eye would be your focal point without the white rectangle around it, so I'd take it out. It looks really out of place. I see what you were trying to do, but I don't think it's necessary.

The text is simple, and close to your focal, so it looks good to me.
