How can i open the psd file in illustrator so i still have the layers when i open it in Photoshop again?
First open up the PSD in Illustrator. Do and add the changes you want to. Then save it as a PSD file (File/Export/PSD) and check "Write Layers" & "Maximum Editability".
Now when you open the new PSD in PS you will have all the layers from Illustrator.

also you can export paths from PS into AI easily :)
And how can i add layers via illustrator so everything i draw in illustrator is on a seperate layer...
Photoshop is mainly used to manipulate photo's as well as make new one & its not as good as illustrator.
illustrator is vector based program that allow you to draw vector items. It is based on math and allow you to create something that will need to be in various sizes.
