A Fractal ripple effect?

It's almost like a splattered, mini ripple of fractals, how do I do it? or is it certain bubbles?

If so use c4d bubbles and apply distort filters on them, such as ripple, ocean ripple and wave. Combine those filter or only use one until you're satisfied with the outcome.
