NEED HELP!!! Marilyn Monroe (WIP)

Hey guys, I'm wondering on how I could get my drawing to look something like this:

READ THIS TOO:
I am not even half way done with the details on her, but I'm leaving the area of which her collar is in blank for effect.
I'm hoping to make splats on her collar like the example I gave, and I'm making this one a vexel-y/painted piece to give it a crisper feel.
Just wanted some tips and stuff, that's pretty much it.

Use tortillians (smudge sticks) and soft pencils.

Also to get it to look more like that picture.. needs glasses and a beard.

Lol Lewk XD Seems legit.
But no really, I need to know how to make the splatters go with some sort of clean flow, and I need to make the whole thing look as real as possible D:
