please bear in mind i have never seen the film i just some how managed to make the circule ring so i added a render and some text

hmm I think that the ring should glow a bit not too much but a bit and it should be blue instead

Make the noise "Monochromatic". It will be black and white like TV static.

Should make one for white noise, if you like that movie. The noise seems to fit better with that theme.

i dont mean to be rude... but to me that looks like a mouldy dohnut... in the movie... wasn't the "ring" a bit brighter?

And less green, and TV doesn't have colored static. And it wasn't as feathered out. More solid.
