I learnt/am learning off Agitator, he wrote a tutorial recently and has a few psd packs if you want to check those out.

You mean the green and the red bits? Different smudge layers. Ie smudging a few blobs of red on one and vice versa.

after you smudged the highlights, what do you set the layer to? normal, overlay....

Edit/ I misunderstood the post. Fml.

I keep the layers on normal. It's adjustments after that that help to bring out the colours and create the overall feel of a tag.
