I've seen many Lightning tutorials saying go to Filter/Render/Lightning Effects, but I don't have the 'Lightning effects' option...
Any help?

I had the same problem one time.
This is how it looks for me if I do not have the graphics processor option enabled. See how it's grayed out and not available.

I use CS6 btw and I see you do as well, so it's odd that it's not visible at all.
To enable your graphics processor go to Edit/Preferences/Performance▼

Didn't they move it after CS4 to some other place on the Filters menu?
