Help me out with this bros.

So this has actually bothered my fantastic brain for quite some time, achieving a photo effect similar to this using Photoshop:

Logic would tell me it has something to do with the High Pass filter and/or some kind of Fake HDR, although whenever I try it it comes off far too extreme.
I'm unsure whether it's all the camera end, but I doubt it.

I recommend a high-quality stock since you would bring out all the pixels on a LQ image if you HDR it.

I've been having a play around with that since you suggested it. Close, but not quite there.
