he's talking about the promo art. you know the stuff you see in the online ads and when loading in vice city. still not the exact same style, but similar.
the artists who do the vectors for GTA use more gradients, and less obvious shadows that give it a more catroon look, then a realism vector like this.
i really like it. its simple, has enough detail to make it look realizistic, but little enough to make it look cartoony. Great job! :D
