I suggest you burn that book. You can't imagine just how blatantly incorrect that information it gave you is. Don't worry about it.
Anyway, it's not that it's old information. It's just a bad tag to use in website design. It's distracting and hard to read at the same time, a bad combination.

It was removed, not just depreciated. Every book I've ever seen that mentions the blink tag, has a warning next to it that tell the reader to avoid using the blink tag at all costs. So the W3C just decided it wasn't going to be sticking around.
