If i were you, i would take out the quote. It has absultly nothing to do with anything that is in the sig. :P
An idea for the bg: in the part where it is blue, select that part and put a wind filter on it so it looks like ice. (one half fire, one half ice, cool? :) )
Add a 1or2 pixel border to it
