Very delictable. I love it.
Few minor changes:
Change the text on the top banner, and get rid of the ~'s
Make the content text a bit darker.

I submitted it to OSWD which is a site full of designs created out of CSS and Divs, IMO that one is better than some on there so im hoping its approved :D
And for OSWD, the banner had no text on :P
I couldnt make my mind up on the text, when it matched the colour scheme it was to light, if i made it any darker it ruined the look :(

it's nice, but you're still running into the same problems i discussed earlier. except now everything is accented except for the body content titles. green for background is alright, as long as you don't use the same color for accenting your content.
the content itself should be black or white or maybe a slight grey, and never anything else.
I made the font dark grey (#222222) Then black and it just didnt look right :(
