Hm.. I generally see a vector as being a graphics format which uses lines rather than pixels... and so can be resized without using quality.
Paths to be more precise. But you can't create a true vector in PS anyway.

Admittedly, I'm shit at vectors, but whenever I AM messing around with them, photoshop's horrible...

Make a shape layer with pen tool, and it can be scaled.
So yours isn't vector art either Neogfx. You can create vectors, only with the pen tool.
