It's a very well done vector piece. Since you wanted some comments, here I go.
Try not to use white in clothing if its your skin color. It makes some areas look like a hole in fabric. Sometimes its a good thing, but not always.
Maybe make the outline a little thicker if you are going to post your final piece at this resolution. As it is now, it looks a little weak, and around gentle curves it will be distorted.
It is best to do a full character, unless you are putting in some sort of "container" otherwise it looks cutoff, and that downgrades the piece. For this, drawing the skirt laying on the floor would be simple, flow with it, and finish it off, so it doesn't look cut off.
As for the eyes. Find a style of eye design you like, there are lots to look through, find one to your liking, that is bold. Thick eye lids is really nice on girls, makes the eyes stand out which is something wanted.
Yes, the colors need work, probably ask a girl what colors go together, or use a color palette that can pick a bunch of matching colors depending ont he criteria.
