Umm.. I made a new layer then I changed the bg color to white again. Then I tried painting with a different color, then it turned out black.

Change the brushing mode. Sounds like it isn't on normal.
The brushing mode is on normal, but it's still not working. Also.. I have a question. On my sig, the picture quality in the sig doesn't look as nice as when I had it on photoshop. Is there anyway to make it look better ?
Change the quality whilst saving for web...
All I can say is hold Ctrl+Alt+Shift when you startup. If not then I dunno.
just use .png..
png is good quality, but big size
I just use .jpg on setting 12 (highest)
reinstall photoshop, there is a problem with your registry OR you have a virus and your whole computer is going to crash. gl
