It's like pearl harbor. The US detected a zero plane coming towards them (on radar), but they said "It's just a bird". Next thing you know, boom! They also had some other (a variety) of chances to see the attack coming, but they didn't act.
Same standards, different situation. Let the people of the U.S. figure this one out.
