Sure thing. Take this picture of some random dude right here:

Throw in a gradient map over the whole thing, and try to get the sliders of whatever colors as close as you can get them, like so:

To fine tune everything, I adjusted the Levels of the origional picture. Here, I moved the black and white sliders towards the middle. You do what you gotta do to get the most bang for your buck:

From there, you just use the pen tool and make some shapes out of the large areas of color. For areas like the shirt, where there are a ton of smaller shapes, you can adjust the levels again to try and get more uniformity out of it, or you can just make some generalizations about where the shapes should go.
