take the texture you use for the texture of planet, use twirl filter loads till it looks like a plate on a black bg, then burn/erase middle, then put on top of planet, free transform to get it position you want/bigger/smaller then erase bits that cover planet
(this is on your planet doc btw, just hide the layers)
That's not really how I do it. I do like this:
New document, any size, I use 600x600 px, fill background with black.
New layer, reset default colors (D) and add clouds. Add a filter twirl with angle 999 three times so it really twirls. xP
Take a 200 px soft eraser and erase the parts you don't want (the centre and the sides). Go to free transform, hold down Alt and drag the upper or the lower edge towards the middle untill you get the "angle" you want.
Add some noise (15%), monochrome, gaussian. Copy this layer and paste into your planet document. Set the blending mode to Screen to remove the black pixels.
Locate the center of your planet and let it also be the center of the ring. Remove the part that shouild be behind you planet.
Add some color with color balance (CTRL+B) and play with the opacity.
That's how I do it. :)
