I've tried to figure out why your having a hard time understanding what everyone is saying and the only thing i could come up with is no one has shown you what they're talkin about. So, i decided to do this for you to give you a complete look at what people have been trying to explain to you.
Washed out means the color, saturation, and detail have been lowered substantially as to make the image look pretty much like you poured water over it and washed away all the details. I took your idea which i'm guessing was to make it look like it was a starry night and made something that's not too difficult but does have a couple of advanced things that come with time but are easily learned by seeing how it is done.
This took me a little over an hour to complete which for me is like drawing a circle these days so please dive in and try to grasp every detail because it is easy to figure it out no matter how much PS knowledge you have, and if you have any questions let me know or ask any of the seasoned artists on here.

See that makes the stock look nice, I've tried explaining it several ways to him, hopefully this gets through.
Agreed with Fork, it's probably why you complain about never getting any comments, you don't really do anything with them anyways.

I prefer the colours in the original stock. I like what you've done with the clouds in the background but it's too blurred out. Don't add text as well unless it compliments the sig it's used in, the text here is purely used as a watermark and ruins it further.
