This may help someone:
I usually use photoshop in CMYK mode and I could not get the 'glowing edges' effect to work (it was grayed out). After much frustration, a coworker told me that many effects don't work unless you are in RGB mode. This is the trick! I flew through the rest of the tutorial with great success! :)
