bloodtears, rob uses litestep and premade themes for that. I think he made the icons for his objectdock/other dock software himself (I seem to remember having a convo where he'd mislaid the files. Ah, non-existent organisational systems...) but that's not difficult, just photoshop and a little work.
Kidd is similiar, except he has a patched uxtheme.dll rather than litestep. For that you just need multipatcher and (in his case) area 04 - search for it on dA.
