No offence but it was kinda pointless having just Tupac and Biggie to choose from (There's Other there too but whatever...) There are quite a few rappers who are either as good as them or are better:
Nas (Legend... the most consistent rapper of all time, his first album Illmatic was an instant classic and his most recent album 'Streets Diciple' was amazing, and they were released in 1993 & 2005... a 13 year gap... and he's been releasing great albums between then too. Only one person has been as thorough as him... and that's Jay Z)
Jay Z (Not as good as Big or Pac lyrically, but he doesn't write his stuff. By that I mean he freestyles it when he first hears the beat and memorises it, which is so hard to do, not have somebody ghostwrite it for him. He had a 'slow start' to rap as 'Reasonable Doubt' wasn't too successful. But when he released 'The Blueprint' he proved that he was one of the best there ever was.)
Krs1 (Should have been a legend, but instead of trying to become competition for the other rappers in the early 90's he decided that he should try and be original and try to preach to people... which kept him more on the underground scene)
Rakim (The sickest lyricist of all time, but not the best flower though. I used to have recordings of his battles with people in the late 80's when he was on the underground scene, and he'd destroy anybody in a battle)
Big L (Amazing flow and original. Not as well known though as most rappers.)
Papoose (Have you heard this guy? He's only really started rapping in the last few years but he's really smart and can flow with the track exceptionally well)
Eminem (Not the best lyricist, but probably the greatest to flow with a beat ever. When you listen to his tracks you just melt into it, which is what you need to do with your audience when you rap)
*Sigh* I should go to bed =) I hope more people understand hip-hop now.
P.S Biggie is a far better rapper than Pac. His flow is perfect on each track and he can make a track (Even with a terrible beat) sound like a real classic.
I voted Tupac, but I love Kanye West's shit
Lyrically, I'd say Canibus, but my personal favorite is Vinnie Paz(Jedi Mind Tricks)
I'd have to go with Lupe Fiasco.
