pixel2life.com go to photoshop and type in border or go to good-tutorials.com click search entire site and type borders those two have very good tutorials, and so does gfxvoid so yeah just look here or there, and just wait for something to pop out at you
If those borders are big chunky things like Dragons (no offence) But dont use them :lol:
Grab the square marquee tool, highlight the whole canvas, make a new layer, right click and go to stroke, choose 1pixel black or something >.<

Ive seen that render loads of times, quick thingymebob used it and it was fine ^_^
To make a border make a new layer above everything. Press Ctrl+A to select the entire canvas, then go to Edit>Stroke. Make sure it's on one pixel, color black and inside. Press OK and Ctrl+D and you have your border. Anything more than that is just going over the top imo.
Also, remember that text doesn't have to be fancy. Simple default fonts are perfect imo. Leave the blend mode on normal, but make the text a color from your tag. Maybe add a drop shadow. Keep practicing and you'll get better fast. :D

When you resize them go to image>size and make sure the box is ticked that says contrain propoutions or something
It Dont Come Up With A Box :S I Get Marquee Tool Go Around Image Then Edit>Transform>Scale

To be honest, i don't think you're going anywhere with them. I mean, they're better than what you posted to start with but still need alot of work.
Maybe you should try and concentrate on making one really good sig, rather than many mediocre ones. Possibly take a bit more time over it? No offense meant by anything here.
(And just wondering, but whats with the capitals on every word?)
Me disagrees, the BG on that one is quite good, just blending and text that stands out now :D
Oh and if you do use that way to change thew siz, keep hold of shift, it should keep it equal ^_^

To resize your stock press Ctrl+T. Then hold the Shift key and drag one of the corners in until it's the size you want it. Press Ctrl+Enter to commit the changes. That'll be 50 bucks. :D

Select the layer you wanna resize.
Hit ctrl+t
Hold shift
Move any of the arrows in or out for bigger / larger.
Let go of left click
THEN
let go of shift
Et voila
