ok let's start:
1.create new document
500x500 white background.
2.press D and filter>render>Diffrent Clouds
press Cntl+F five times.
3.Filter>Blur>Gaussian Blur
2.0 radius.
4.Filter>Texture>Grain
press Cntl+F three times.
5.Filter>Chrome
Detail 0
Smothing 10 .
6.Cntl+J to dupicate the layer.
7.on the dupicate layer Edit>Transform>Rotate 90 CW.
8. change the mode to Overly.
9.Cntl+U to change the color check the colorsize!
Hue 214
Saturation 61
Done!

I think it's pretty cool! Once you get an outcome you could also try doing distort,wave maybe? I dunno, I know i'm gonna use this.
