For me the colours don't work ... and if it's meant to be underwater you have the gradient in the wrong way, maybe some fish etc ^^

There doesn't seem to be much flow to the work. Especially in balance of colors. I like the texture of the below the buildings XD

Looking better, some parts fallin off the city ( it is underwater yeah? ) would be cool. And also bring up the black on the left hand side,... the gradient is wonky.

I, for one, like it alot. The colors are fantastic. The only critique I have is that you bring in the width ALOT. There's way too much empty space, but it's that kind of empty space you can't fill with anything or you're changing the whole image. So if you cut the canvas to be taller than it is wide, it'll have a similar effect without altering the image. In fact, I think overall it'll give the picture more flow to it, a more nataural lengthy look.
you did a good job drawing the buildings.
dont like the text up the bottom of it though
I like everything but the overlayed text beneath the city.
The idea is quite good, but it doesn't look really real. Maybe you can put some more brushes on, so it is a much more better if you do that. Or you can refine the picture.
