I think he's meaning the Topaz plugin for photoshop, it can create some various effects I think. Never tried it out myself.

Yeah topaz is a great plugin, it cleans to image making it look great. Yours looks like it's been topazed because of how clean the image is.

i think thats just how the render is, it was a clean pic of the Hulk. i got it from planet renders. for the bg i used some fractals i found on that site, and some c4ds. the rest was just blending, highlighting, shading, and color adjustments. and a few layers with different overlays.
