Click on User CP at the top left and it takes you to the Rep page. However,unless someone specifically says who it was in the Comments section, you don't really know who repd you.

can we just give rep like some mad men..?

I have only 26.
only few members give it to me.

no one using it.

Not really....Who ever has the highest rep power gives out the most points, and you get more rep power by having people +rep you to begin with. It's a glorified popularity contest. ;)
