it is not blurred, it looks a tad faded. i reckon there is a layer on low opacity over the head?? lightning / cloud / whatever..?? but that gives it the mystical look.

I'm not a huge fan of the shining effect (Gaussian blur + set to lighten?), but thats just me. it does follow the kinda theme you're going for, its just not my style
