Don't wanna be an party pooper but Schultz signature breaks the SOTW rule #2, it's out of the allowed size limit, 426 x 239 pix. Maximum size allowed is 400 x 200 pix.

Unfortunately rules are rules and I'm afraid that Schultz's sig does exceed the limit.

In regards to the border, that is included. The overall "image" size must be within 400x200. It is up to the creator's choice how large their border is to be.
