Can't rly tell what's been done to it other then some white smudge lines in the lower left area?
Or are those black&white lines made by you as well?
Cos they look like its part of the stock, if not it's well done imo.
Also this cloudy/washed out look over her hair and parts of her face dont look good imo. Work on a lightsource, build on your smudging and give it more contrast
so what have you done too it?
Can we see the stock?

Ok plz accept my humble opinion as advice and not a put down. It looks like you put a texture layer of white opaque goo over her hair. The eyes are nice, but erase whatever you put over her hair. Also, try using solid gradients not solid to white. It's hard to master the exact wash out look that some artists use.
If you use the black to white gradient set the mode to 'Luminosity' and lower the opacity. You could sharpen it a little as well. Hope this helps. :)
