Photobucket was being stupid so I tranferred all the images to imageshack. If a picture is messed up, in the wrong place, not needed (in your opinion), or needed (is a step confusing?) then PM me and I'll fix it asap. Thanks.
I made this up like like, five minutes, but I thought it still turned out kind of cool.
1) Open a new document that is 500 x 500.
2) Color the background black.
3) Use any color you like, and change the brush to a 65 airbrush. Make an asterisk pattern, like shown below (it doesn't have to be perfect ^^) http://img300.echo.cx/img300/8840/step35ps.jpg
4) Now go to Filter> Sketch> Chrome with these settings: Detail: 10, Smoothness: 10 http://img300.echo.cx/img300/1851/step47yf.jpg
5) Press Ctrl+J to copy the layer. Set the blending mode to lighten
6) Now go to Filter> Distort> Twirl and twirl it 150 http://img300.echo.cx/img300/5293/step57jq.jpg
(you can copy the layer again with Ctrl+J and repeat it with a different twirl, your choice)
7) Crop out the coolest section for what you need. http://img300.echo.cx/img300/3658/step72xs.jpg
8) Pick a layer, and press Ctrl+U for the Hue/Saturation menu. Check colorize, and choose a color you like by moving the Hue arrow up and down the slider. http://img300.echo.cx/img300/7628/step82vs.jpg
9) Select an uncolored layer, and repeat step 9 with a different color. http://img300.echo.cx/img300/7614/step92kg.jpg
10) Now go to Filter> Lighting Effects and choose Omni for the lighting style. This should center the light. You can choose different layers to have this lighting effect, and some not to have it. Whatever floats your boat. http://img300.echo.cx/img300/3741/step103mh.jpg
11) Once you're satisfied with the background, add some text.
I like your tutorial. Heh, well, after I did the twirl by 150, I merged the layers back together. Then, I duplicated it again, set the thing to Lighten, and then I twirled it to -300. Rather nice effect.
Before I merged all the layers together, I put them in seperate colors: the background is purple, the first twirl is kinda green, and the last twirl is a type of blue. Heh.

I used this to create a grunge-type thingy Linky.
i made the bg with clouds and chrome and stuff, then i made 2 different coloured layers of the swirly thing, and it was like a grey thing, and then i changed the colour, and added a border n' shit.

How to Twirl Stuff:
On the top, theres a grey bar with drop down menus labeled:
File Edit Image Layer Select Filter View Window Help
Click on the Filter. A drop down menu should have appeared. Then mouse over the word Distort. A menu to the side should have appeared. Click Twirl. In the box labeled Angle: put in your desired angle.
Ummmm.... thats... it? ^^

Wow, my first post. I am a hxc PS n00b, harhar, so please bear with me. It took me a long time to figure this tutorial out, but I think you did a great job of going step-by-step and the images were helpful too. :] Hope my uploaded image can be seen .. :)
