Its very easy to make and the effect looks good... very easy
1.- Open a new document or open your background where you want your image... i will open one new 300*150px with background Black
2.- Then put your text do you want... it have to be white:

3.- ok the go to: Layer > Layer Style > Outer Glow... use this presets:

Im using green but you can change the color
4.- Then Duplicate the layer: Layer > Duplicate Layer
5.- Then to the duplicate layer go to the blending options again and just change the color:

6.- Once you finished change the Fill to 0% in the two layers:

Ok, im not sure if this belong shere or not, but for some reason, when i get to the part where I have to change the layer styles (NOTE: Im using photoshop elements 2.0) noting is selectable... I like the tutorial, but i cant use it :( any suggestions?

Hey, im a total photoshop newbie please help. Whilst reading through this tutorial I noticed a problem, do did you assign only one colour to the outer glow and inner glow. You assigned green to one and yellow to the other, how did you do this?
