Forget how to do something with Afer effects and PhotoshoP (GLOW animation) WILL TIP$

Hello all!

I've been a member here since 2008 or maybe earlier even. I come here on and off to dust up on my skills and to learn new things. However, I cannot seem to remember for the life of me how to do a "glowing orb" or glowing eye animation.

I remember it has to do something with an adjustment layer of some sort in after effects. To get you guy son the same page as me, For example, I just want to make one or 2 of these green " dots" glow/bloom at certain times. It's just a still image and not a movie. I would immensely love the help, and can tip you if you have paypal. Please someone help me lol!
