    looks like you duped the layer, did a guassian blur, set layer blend mode to lighten, merged em, or maybe no merge, makes no diff... slapped some text on, and put some gross lines under the text... perhaps you even did some contrast, or maybe you duped the bg layer again and did the guassian blur but set the blend mode to overlay instead

    or i coloured in white the sides of the building with a 1 pixel brush, colour balance, duped the layer gaussion blur, layer set to lighten, merged down, duped the layer again, radial blur - zoom, layer set to lighten then merged down, duped again, then radial blur - Spin, layer set to lighten

    Too blurry in my opinion, and not much done to it. Try some brushing on it.

    make it a bit brighter and so its more contrasting also duplicate it and sharpen the entire layer see what that does if it looks crap just do what they said

    This is something that anyone could do and it's not very creative. Outcome is always the best thing to judge a sig on though, not the steps made to reach it, but this outcome isn't very impressive IMO. Was that a run on sentance? lol Who cares?
