How can you stop people from changing the bg and template layout of your computer if you can't have a password or your own account on your computer?

lol, you can't. you could get security software that blocks users from changing settings. However, since you can't even use a password on your account I highly doubt you'd be able to install highly restrictive software.

Well he can create a password but he doesn't really want to since he has had troubles with others not being able to download things off the internet or install things when he creates accounts. He was fine sharing the same account except, but not with others changing his desktop.

When you create a seperate account you just need to set their user level's to administrator and not limited-user.

Note: They can change anything on the PC (except other administator's files). Like programs, public files, and system settings. Make sure he's cool with that.

He's letting them all use his administrator account as it is, so I can't imagine he'd care about them having their own admin accounts.

    Didn't think of that

I don't trust ANYONE in my account, or admin account. Far to much data to be lost.

Yeah me either. Somehow people always seem to break or uninstall something and they always say "well...i wasn't doing anything". Who just sits at a computer doing absolutely nothing?
