Im using Cs3 and in one of the steps it says to go to fade sharpen, i went to edit and then fade sharpen and it wasnt there, I also tried going to "fade.." but it wouldnt let me press it... Help??

you don't want to use fade sharpen just to sharpen a certain amount, that makes as much sense using filter > blur with fade instead of gaussian (or whatever effect you want).
use unsharp mask (filter > sharpen > unsharp mask). for settings, the following should help if you get confused.
Amount: whatever looks good
Radius: 1.0 px
Threshold: 0 levels
