    There is blurring in the foreground, it seems out of place.

    Pretty much depth is like you have your focal point and then the background is faded to give it a distant apperance.

    Render in most cases is the foreground. Sharpen this slightly.
    Effects tend to be mid ground leave these as they are.
    Everything else is background blur this slightly.

    so sharpen render then blurr backround slightly????

    pretty much, just dont over sharpen render. Then after that you leave effects alone, and just do like a gaussian blur of .3 maybe to the background.
