Photoshop isn't an animation program. It only reads one frame of the animation, as it only does 2D static images. If you want to edit/watch the GIF, use ImageReady.

CS3 can animate..?

Oh, that's easy, open up psCS3 and go to: File => Import => Video Frames to layers...
Now you won't see a single .gif file. Only video files.
But If you type in " *.* " all files will be displayed.
or " .gif " for all .gif format files.
Just click on the gif you want. Every frame turns into a layer, now the .gif is imported succesfully.
You can also turn videos into gif files.
