Where do I find the smudge tool on photoshop cs3?

i wuoldnt focus on anythign but the top right circled logo. Too lazy to make a screenie myself so just went for google.

ehh sry forget to mention, you look for that logo on the tools pallette. I think it's next to the dodge/burn tool or the sharpen and blur tools, i forget.
