Effects are interesting, some I've never seen, some areas however look a bit lq. Remove the text, would make the tag sooo much better.

Low Quality, the rays in the background have a sort of pixally look to them.

Not sure you can without removing the rays altogether. I'd just leave it as is, v2 looks good imo.
