u see how his armor glows up like that? does anyone know how to do that? (its also on his hand too) thx in advance

well from what I can see :
1 copy render (or w/e you want to be glowing like that) 2 times
1st copy go Filter -> Sharpen -> Sharpen. Then set the layer's blending option to Lighten
2nd copy go Filter -> Blur -> Gaussian blur set to 3 (3.0). Then set layer's blending to Lighten, erase parts you don't like. or also try decreasing Opacity if it's too shiny.
