So yeah: "Lawmakers introduced legislation Monday that would let the Justice Department seek U.S. court orders against piracy websites anywhere in the world, and shut them down through the sites’ domain registration."
And as america is currently managing all .com .org and .net domains, this would mean that if americans feel like a site is unappropriate (wikileaks, the pirate bay) they'd be able to block it world wide. Okay you can acces them through the IP adress but I still think this is nothing but cencorship.

Actually a lot of manga streaming sites have already been forced to shut down. The creators of the manga have noticed that a lot of people get it from the internet so they are banning it.

Yeah, unfortunately. However, the shutting down of manga sites is small compared to the amount of sites that will be put down if that bill gets passed.
Expect to the the internet as a barren wasteland...

Not inappropriate, just associated with piracy. Piracy has always been wrong. Piracy is against the law, and no part of it would take away 1st amendment rights (which is what is normally referred to when censorship comes up).
Sure it's a government ploy to take over the world. But piracy in any form is immoral, disrespectful, and quite simply larceny. What's wrong with a government wanting to invade on that?

Pirate bay is a torrent site, and I'd advise not talking about the site and sticking to the topic.
