LQ, or looks really over sharpened/grainy. I can see the depth but no lighting,i can also see the theme your going for which is nice, kiu

indeed its is very lq, you can change it a bit by:
new layer, than aply image than filters>blur>gasiaun blur and set to opacity of 30 %
filters>sharpen>sharpen around 80 % opacity
indeed i think the theme u were going for is nice

It looks a lot better in your second version. The first version "looked" LQ because of the texture on the bg which did not work with the blur. Now that you've sharpened it it looks much better.

The bg needs some blurring on the pink lines around the star, since they are starting to get angry and pixelpotate. I think it would also help if you darkened some parts and added a light source up top. And the floor can really help you since it's shiny, so you can make her and the effects reflect a bit off it to really help her look like she's standing there. And i'd get rid of the pink border even though I love pink >.<

Anywho, good job, this is a big improvement from you. Just tweak some parts and it will be super fancy =D
