    Open up a new document with any type pf background you want and put in your text (preferrably in white, you can change the colour later)

    next, duplicate the layer with the text on it and Filter > Blur > Gaussian blur on the layer above with radius 5.0

    now hit Ctrl+F a few times according to your liking (I did 2)

    now move the layer with the glowing stuff under the one with the plain text

    and now you can change the colours of the glow
    to make it black, hit Ctrl+U and move the lightness slider to -100

    to make it a regular colour (from white), hit Ctrl+U, check Colourize, and move the lightness slider to around -50, then choose a colour.

    LOOKS LIKE I SPILLED SOME AWESOME IN YOUR DRINK

    It is really simple but it has an nice outcome, Simple but Effective

    All that is telling you how to do is put outer glow on pretty much. You dont even notice the blur.

    yeah.
    thats why i called it "Simple Glowing Text Tutorial", not "Blurred Text Tutorial".

    I can see why you called it Simple aswell lol if a noob read this it would be god for them but nothing special if you know what your doing. Still nice though

    Or..blending options -> Outer glow and mess with the distance and opacity.
