First off I notice that the lighting is far too strong next to his head
Should tone that down a bit.
The effects look lq as well bro. Not sure if if you overblurred or they are distorted too much but they definitely need some improvement
And yes a lot of blue. Add in another colour to get some nice colour contrast going on.
The effects are also sort of boring and lack some pop in them.
Maybe add a nice fractal or something along those lines for that

this is rather nice i like the colors used so i think that was a good choice there
lighting looks good along with depth so gj on that m8 .
.things i think u could fix is the effects of the bg u have some on his chin should probably remove that . maybe try a different font as well this one u have is a bit hard to read but your placement looks like it be a good place for it .
there's a layer of effects u have that's making u piece look a tad lq . and it goes up over your boarder as well so i dunno if u wanted it like that ? or not.
its a nice style so keep doing what u doing , would like to see an update later from you .

Yeah, the effects made the sig LQ after I blended the layer... Is there anyway of avoiding this when I'm using an effect with a black BG that isn't rendered? I usually use lighten or screen when blending my effects and lower the opacity, I must be missing something

Damn there are some things I'm not seeing, this monitor is really bad I don't notice the effects overlapping the render until I'm on my laptop. Fixed most of what you were saying.

I like the lighting you have on the right side of his head.
What I think you should do is clean up this piece in the background because it's composition is a bit unorganized.
Another thing I would suggest you do is focus on your lighting and try to get the lighting on the right side to emit properly.
The bubbles you have don't really work as a solid effect that could just float there if you set it on linear dodge, screen, etc so I suggest you add that to a brightened area so it pops.
Clean it up and organize the lighting a bit more. I would also suggest you add some adjustments to this to bring out the tones.

the effects look pretty random to me, those bubbles for example.
